Does pass ask him to bid his minor ? If it does then it is a close call.

An immediate 2S may not get doubled (and may play quite well if they
forget to lead a trump) whereas pass could lead to an unlikely goal if
partner has clubs but will guarantee you get doubled if he bids
diamonds. On balance I think we are in trouble so I bid 2S and hope
they chicken out of a double or they make 3N and we get out for -2 if
they do double.

I haven't been able to find a description of Raptor over a
major. I assume that over 1H it shows 4 spades and a longer
minor and that a pass asks for a pull to the minor since
a wish to play 1NT advancer could redouble.

Given the heart length I'd think that advancer would be trying to
minimize the damage.

Passing and planning to pull to 2S over 2D has the advantage
of likely reaching the better of spades or clubs, but
will imply short spades.

2S hides the lack of fit and gives the opponents a more
difficult choice since they may not like letting you play
2S at any scoring. I'm inclined to bid 2S, perhaps
missing a club fit, and let the opponents guess.

I have played Polish NT overcall for a long time with excellent results but occasionally they get you. I would bid a confident 2C and xx this for partner to pull if they double.

What is the utility of dbl showing 8+ rather than 10+?

have the shape to pull? Depends on what is promised by the
opening bid.

The issue isn't the result of a contract of 1NTX.

The issue is knowing whose hand it is when (not if) the opponents bid.

The knowledge that responder has KKQ seems useless for that.
