I would bid 2S
Not because 11 HCP are enough to bid
But because spade is the boss suit and I like my shape
(I have good hope partner is short in diamonds, and then it seems the
play could be good for us)

I think that there is a strong case for passing 2H. Despite the poor trump holding, you should be able to lead diamonds from dummy to score your low trumps.
