In a two-winner movement, is it important to make the strata limits the same for both directions? If it matters, I am running under ACBL club rules.

This would be aside from considerations about any masterpoint award factors that may apply. Is not intended to take the place of seeding, and would apply only when adjusting the strata limits after the game begins according to the masterpoints of the players (which makes seeding rather dicey).

I've never heard of using different limits for N/S and E/W; if the conditions of contest do not explicitly allow for this, I would not expect it to be legal. Note that ACBL score may allow you to do things that are NOT acceptable under the conditions of contest, unless possibly you publicize such things in advance.

This summer, with lots of NAP qualifiers and starts fixed by the ACBL, our director often seated all the "C" players the same direction, otherwise there would not have been enough for a valid start. Might that approach solve your problem?

Actually not on point, but I have seen four winner games (multiple sections not playing duplicated boards) post awards as single winner overalls. Not that I would patronize that game, which I wouldn't.
